The IAAF
Regional
Development
Centre
organized
its
first
ever
IAAF
Technical
Officials
and
Certification
System (TOECS)
Level I
Lecturers
Course
held
exclusively
for
women
participants.
The
course
was held
from
April 28
until
May 3,
2009, at
the
Madya
Athletics
Stadium
in Bung
Karno
Sports
Complex,
in
Jakarta
through
classroom
and
field
sessions.
Maurice
Nicholas
of
Singapore
and P.
Solomon
of
Malaysia
delivered
the
materials
to 15
participants
from 13
countries
--
Bangladesh,
Brunei
Darussalam,
Cambodia,
Iran,
Laos,
Malaysia,
Maldives,
Myanmar,
Pakistan,
Singapore
and Sri
Lanka
which
sent one
representative
each;
India
and
Indonesia
both
sent two
participants
to the
event.
The
classroom
sessions
included
introduction
to IAAF
Development
Program
and
TOECS,
guidelines
for the
conduction
of
practice/implementation,
guidelines
for the
conduction
of
theory
classes
and
guidelines
for the
use of
audio-visual
aids.
Materials
on
evaluation
methods
and
techniques,
officiating
philosophy
and
course
administration
were
also
provided.
For the
field
session,
participants
were
involved
in ways
to
manage a
competition,
preparing
the
competition
equipment
as well
as
placing
competition
technical
officials.
The
participants,
for
example,
focused
on
time-keeping,
start
and
hurdles
in the
running
events.
Assessments
for
participants
were
done
through
classroom
presentation,
competition
equipment
preparation
and
written
examination.
